When you can't make outside calls or have issues with the Teams phone, this usually means the phone needs to be logged into again. If you press the purple Teams button on the phone, it should take you to the home screen of the phone. Once there, does it show instructions on how to login?
If not, you might have to unplug the network cable to the phone to reboot it. If you have two cables going to the phone, it will be whichever one makes the screen go black.
